SOR/2025-88 VOC Storage and Loading Rules

A new federal control framework for petroleum liquid handling means operators need to look closely at tank systems, loading operations, and recordkeeping now, not after an inspection. The Reduction in the Release of Volatile Organic Compounds (Storage and Loading of Volatile Petroleum Liquids) Regulations: SOR/2025-88 sets enforceable requirements aimed at reducing VOC emissions from storage and transfer activities that have historically been treated as routine operations.

For facility owners, environmental managers, and terminal operators, the practical issue is not just whether the rule applies, but where emissions can occur under normal operating conditions. Breathing losses, working losses, vapor displacement during loading, equipment leaks, and control device performance all become compliance points once a regulation is written around storage and loading systems instead of broad site-wide intent.

What SOR/2025-88 changes

At a high level, SOR/2025-88 is expected to affect facilities that store or load volatile petroleum liquids in tanks, racks, and associated vapor handling systems. That usually means a sharper compliance focus on tank design, vapor collection and control, loading practices, inspection frequencies, and documentation that can stand up to regulatory review.

In practice, the burden often falls on proving that equipment performs as intended. A control device that exists on paper but lacks operating records, maintenance evidence, or supporting emissions data can become a liability. The same is true for storage tanks that were installed under older assumptions and may not align with current vapor control expectations.

Where facilities may face compliance risk

The highest-risk gaps are usually straightforward: incomplete equipment inventories, unclear applicability determinations, missing inspection records, and weak verification of control efficiency. Loading systems can be especially exposed because emissions vary with throughput, product volatility, temperature, and operating discipline.

This is where technical support matters. Facilities may need emissions characterization, engineering review of vapor control systems, and a defensible monitoring and reporting approach. If a site already manages stack testing, permitting, NPRI reporting, or greenhouse gas obligations, SOR/2025-88 should be evaluated as part of the broader compliance program rather than as a standalone issue.

Reduction in the Release of VOCs regulations and next steps

The right response depends on the facility. Some sites will need a gap assessment against tank and loading equipment. Others will need source testing, documentation upgrades, or revisions to operating procedures and maintenance practices. Multi-jurisdiction operations should also confirm how federal requirements interact with existing provincial approvals and site-specific permit conditions.

For regulated operators, the safest approach is early applicability review, accurate emissions data, and records that clearly connect design intent, operating practice, and actual performance.
